Provincial PCI in 2018 of Thai Binh increased by 2 levels in comparison with 2017

In the morning of March 28, the Vietnam Chamber of Commerce and Industry (VCCI) and United States Agency for International Development (USAID) organized an announcement ceremony of Provincial Competitiveness Index (PCI) in 2018.

PCI is an index for evaluating and ranking the quality of economic management and creating a favorable business environment for the development of private enterprises by the provincial government. According to PCI ranking in 2018, PCI of Thai Binh ranked among the top ones, ranking 32/63 provinces and cities with 63.23 points, increasing 2 levels in comparison with PCI in 2017 and ranking 7/11 in the Red River Delta province. Quang Ninh province continued to maintain the top position in the country, reaching 70.36 points; followed by other provinces and cities such as: Dong Thap (70.19), Long An (68.09), Ben Tre (67.67), Da Nang (67.65), Binh Duong (66.09) .. .     

In order to create the PCI in 2018, VCCI conducted surveys and investigations among 12,258 domestic private enterprises, enterprises with foreign investment capital and other published information of ministries, sectors and localities. PCI had all 10 component indicators including: Market entry; Land access; Transparency; Time cost; Unofficial costs; The self-motivation of the provincial government; Fair competition; Business support services; Labor training; Legal institutions and security.

PCI was considered the "general voice" of the business community on administration quality and business environment in 63 provinces and cities. PCI had gradually becoming an information channel to help domestic and foreign businesses consulting the investment locations.

Also at the announcement ceremony of PCI, VCCI informed the quality of administrative procedures, human resources and infrastructure in Vietnam under a diversified perspective of domestic and foreign enterprises. In particular, VCCI also analyzed the confrontment of Vietnamese enterprises with major fluctuations of international trade; analyzing the current situation and explaining the reasons why the private enterprise sector in Vietnam had not yet deeply participated in global value chains.

Speaking at the ceremony, Mr. Vu Tien Loc, Chairman of VCCI affirmed: The quality of administration and business environment of the localities tended to improve markedly; In particular, the proportion of enterprises having unofficial expenses decreased, the business environment for private enterprises was more equal, administrative reformation continued to make progress with the reduction of settling time of administrative procedures by nearly 70% of the time in comparison with the regulation. Administration quality and advantages of the provincial business environment determined the national competitiveness and promoted the development of the business community, especially the private economic sector and domestic private enterprises in the next time.
