Many mechanisms, preferential policies and investment encouragements to Thai Binh Economic Zone

The objective of the project is to strengthen the attraction of many investors to Thai Binh Economic Zone; promote Thai Binh Economic Zone to develop quickly and outstandingly, step by step realize the general Planning of construction of Thai Binh Economic Zone to 2040, vision to 2050 and Decision No. 36/2017/QD-TTg dated 29/7/2017 of the Prime Minister on the establishment of Thai Binh Economic Zone. On the basis of permission in the legal framework of the central government; results of deploying current investment preferential policies; new demand in the coming period for Thai Binh Economic Zone, the consultant has proposed to adjust and supplement some preferential policies and investment support including: preferential policies on land; policies on technical infrastructure support to the fence of functional areas; policies on supporting the leveling of premise; policies on supporting the construction of concentrated waste and wastewater treatment stations; policies on supporting administrative procedures, information access...

After listening to the delegates contributing the opinions and addressing conclusions, Mr. Nguyen Hong Dien, Member of the Central Party Committee, Secretary of the Provincial Party Committee, Chairman of the Provincial People’s Council highly appreciated the efforts of the sponsor and consultant in building the project. However, in order to complete the draft detailed project to submit to competent level for approval, the Secretary of the Provincial Party Committee, Chairman of the Provincial People’s Council suggested that the consultant should go deeply and clarify the advantages of Thai Binh Economic Zone over other economic zones at present, then attracting investment; in which focusing on emphasizing the advantages of transport (with coastal road); advantages of abundant labor resources; large land fund for building industrial parks; there are abundant on-site energy sources (2 thermal power plants, large coal and gas reserves). In addition, as building the preferential policies, the consultant should follow Decree No. 82/2018/ND-CP of the Government regulating the management of industrial parks and economic zones and the decrees of the Government to have mechanisms to attract investors to invest in Thai Binh Economic Zone. The investment contents which have not been shown in the decrees will be studied, proposed to promulgate so as to ensure compliance with the regulations of the law. In addition, attention should be paid to creating ventilation, convenience, simplicity and safety for the investors.

Secretary of the Provincial Party Committee, Chairman of the Provincial People’s Council emphasized not to attract small and super small enterprise to the Economic Zone. Limit the use of budget to support investment; if the budget is needed to support the investment, priority should be given to transport infrastructure and waste treatment infrastructure; the remaining budget should be focused on social security. The site clearance is the responsibility of the Party committees, local government. In addition, the Secretary of the Provincial Party Committee, Chairman of the Provincial People’s Council proposed the consultant to review and adjust some policies to be reasonable; supplement social security policies and tax policies. Secretary of the Provincial Party Committee, Chairman of the Provincial People’s Council suggested the consultant to fully acquire the contents, complete the draft project and submit to the Provincial Standing Party Committee for comments before submitting to the competent authorities for approval.
