Being a purely agricultural province, when embarking on the construction of new rural areas, the rural infrastructure system was insufficient and incomplete; the number of criteria to reach the provincial average is 5 criteria/commune; Economic conditions of people were still facing a lot of difficulties. Determining the core of new rural construction was comprehensive, sustainable agricultural development, income generation, and improvement of people's lives. In order to realize this, Thai Binh focused on mobilizing all resources to invest in building rural infrastructure, synchronously upgrading the electrical system, roads, schools and stations to create favorable conditions for production, trade, market connection of the people. The first success of new rural construction was that the localities completed the work of planning, consolidating and exchanging agricultural land plots, digging and embanking the banks of the land plots and embellishing fields.

Ms. Dao Thi Len, Trung Kien village, Nam Binh commune (Kien Xuong) shared: Previously, my family had only more than 7 acres of rice fields but 5 plots had soil roads, the embankments of regions and fields were small, the grass was overgrown, making traveling very difficult, especially at harvest and transporting time. After the locality implemented land consolidation and exchange, my rice cultivation area was merged into only 2 pieces, so it was very convenient to cultivate, from soil preparation to harvesting by machine, reducing labor and production costs.

Mr. Nguyen Thanh Son, Deputy Head of the Department of Agriculture and Rural Development of Kien Xuong District, said: The consolidation and exchange of plots of communes and towns in the district has reduced the number of farming fields and increased the area of ​​each plot. Each household only has 1-2 field plots with a large area. This has created favorable conditions to bring mechanization into agricultural production, overcome the shortage of seasonal labor, reduce production costs and increase income for workers. Currently, the whole district has 1,529 types of tillage machines, 239 continuous harvesters, 25 transplanters, 181 electric pumps, and 148 oil pumps, etc. which help mechanize 100% of the tillage and 95% of the harvest, 100% water regulating stage. Many localities have planned high-quality centralized commodity production areas according to crops suitable to the advantages of each region; appear the form of renting land, merging land with a large area for production. The whole district now has over 400ha of land that has been merged with a scale of 2ha or more for agricultural production, initially bringing about higher economic efficiency, improving people's income

Successful land consolidation and exchange opened new directions for agricultural production in the province, helping farmers accelerate the restructuring of crops and livestock, bringing mechanization into the fields, applying scientific and technical skills, technology, high technology in production, construction of links in production, processing and consumption of products ... The whole province built 234 large sample fields of concentrated production with a total area of ​​6,804 ha with many new crop varieties of high yield and quality. Agricultural production and rural economy have made remarkable changes, appearing many models of production and business cooperation between enterprises and farmers, bringing high economic efficiency. Mechanization and application of scientific and technical advances in production have been promoted. Up to now, the province has mechanized 100% of the soil preparation, 80% of the harvest and is actively promoting mechanization in the stage of sowing.

Mr. Do Quy Phuong, Deputy Director of Department of Agriculture and Rural Development said: Since 2011, the whole province has mobilized the total resources for new rural construction (including cash, labor, cement supported by the province, donation of land and assets ...) that was estimated at VND 22,236 billion. From the mobilized capital, the whole province solidified 1,275,51km of canals; built and upgraded 3,780.58km of inner-field roads and 8,408.32 km of communal roads, village roads, branch roads of grade 1, village roads and alleys; 277 pumping stations and dam culverts; investing in 23 new water supply stations, upgrading and expanding the water supply scope at 34 stations; 207 junior high schools, primary schools and pre-schools; 1,069 communal and cultural houses; 180 clinics; 247 waste treatment areas and incinerators; supported to build and upgrade over 6,100 houses for people with meritorious services and the poor; 100% of communes were connected and use clean water. With drastic investment, after 10 years of new rural construction, agricultural and rural infrastructure was invested synchronously from the province to the grassroots. Irrigation systems, inner roads, rural roads, power grids, markets, schools, cultural houses, sports areas, health stations, clean water supply stations, garbage disposal yards, etc. all met the standards according to the law. By November 2019, 100% of communes in the province met the standard of  new rural areas, 4 districts were recognized by the Prime Minister as meeting the standard of  new rural areas, the remaining districts were eligible to submit to the central level for appraisal and recognition of the district as meeting the standard of  new rural areas. Thai Binh is continuing to strive to consolidate and improve the quality of new rural areas, in which attaching importance to developing sustainable agricultural production, constantly improving material and spiritual life for the people was still the biggest target.

With the results achieved in the new rural construction, the rural infrastructure, the material and spiritual life of the people dramatically changed. If in 2010, the poverty rate of the whole province was high with 9.91% and the average income per capita was only 13.55 million VND/person/year, by the end of 2019, the average income per capita in rural areas was estimated at VND 45,648 million/person/year, the poverty rate was only 2.66%.
